Hatch-Goodlatte defense of mens rea reform

Senator Orrin Hatch of Utah and Representative Bob Goodlatte of Virginia – Hatch of the Senate Judiciary Committee and Goodlatte the chair of the House Judiciary Committee – have a piece up at Politico on the need for federal mens rea reform.  The commentary is here.  I posted in November about the federal mens rea reform legislation that is currently pending.  This piece is a defense of that legislation, which has met with criticism from the Obama Administration (as detailed in this piece at NR).  I have said that I think some of the bill needs to be clarified, but if the Administration criticism contained in the NR piece is the sum total of the objection, then I don’t get it.
